There needs to be separate Billing Address fields on the customer account and also a Billing Contact field. This can often be different from the primary (mailing) address on the account and owner of the account, which can both be different from the shipping address.

We are limited to only use the main mailing/primary address on an account. We cannot designate a specific billing address and contact information on a customer account.
