When moving applicable gallons to a new O&E order for a split order we need to find a way to tie the tank with the split to the new order and allow settlement

When you use the feature in O&E to move applicable gallons to a new order, if the original order (child order) is part of a split it doesn't allow you to save/process the new order because the split tank is not associated with the delivery customer. They're having to cancel the order and process through F1. They would like some way to tie it to the split order so they can process with the tank set on the split.
