Moving tickets to contract via group application changes should consider the date of change not the date of ticket delivery when it validates to beginning shipment date on the contract

Who will benefit from this idea? (Department and/or Job Title)	Grain management, ticket entry staff and contract entry staff
What problem does this Idea solve? Often times tickets are brought in a placed on open storage and at a later date need to be applied to a basis contract. Yes, I know we can open the contract and edit beginning shipment date to back date it but it would be a whole lot simpler if the program looked at date of application to contract.
